President Bush Proposes New Programs To Aid Gulf Recovery

The President’s speech tonight was clearly a pep talk for those suffering on the Gulf coast tonight. The President put forward three initiatives that should go a long way toward helping people there rebuild their lives. Those three initiatives are:

  • A Gulf Opportunity Zone to get job creation moving
  • Worker Recovery Accounts offering up to $5000 per account for education, job training and childcare while they’re looking for jobs
  • The Urban Homesteading Act to provide available government land for low-income families to build on

The President also touched on something that has certainly crossed the minds of many people; that is rezoning to prevent a recurrence of what happened in New Orleans. The President said “communities will need to move decisively to change zoning laws and building codes, in order to avoid a repeat of what we have seen.” With New Orleans being below sea-level, I can’t imagine how you can rezone and still rebuild New Orleans to what it was before. We’ll see.
